P. flavicosta is widely distributed in America, generally associated to weeds. It was recorded in USA (Florida, Louisiana and Texas), Guatemala, Costa Rica, Panamá, Cuba, Bahamas Islands, Jamaica, Haití, Puerto Rico, Trinidad, Colombia, Ecuador, Brazil, Bolivia, Paraguay (Virla & Paradell 2002).

This leafhopper was collected from weed communities containing a mixture of grasses (Gramineae) mostly composed by Cynodon sp., Bromus sp., Sorghum halepense (L.) Pers., Digitaria sanguinalis, Setaria sp., Echinochloa sp. and Cyperus rotundus L.
In laboratory, was tested as host plants the following species: Digitaria sanguinalis, Cynodon dactylon (L.) Pers., Bromus unioloides B.K., Zea mays L. and Avena sativa L.; was observed that P. flavicosta females are capable of living more than 20 days and to laying eggs on all of them.
